Assemblymen Hutchison and Miller Introduce Utility AffordabilityLegislative Package




(WASHINGTON TOWNSHIP) – In response to the latest round of rate hikes approved by the New Jersey Board of Public Utilities starting in July, Assemblyman Dan Hutchison and Assemblyman Cody Miller of the 4th Legislative District have introduced a Utilities Affordability Bill Package aimed at lowering energy costs, increasing state energy production, and diversifying New Jersey’s energy portfolio.


Since taking office, Assemblymen Hutchison and Miller have a proven track record on utility affordability, beginning in August of last year when they successfully called for a legislative hearing on the topic.


The lawmakers have also urged the New Jersey Attorney General to conduct a thorough review of PJM Interconnection’s practices and their impact on ratepayers as they fight for a comprehensive solution to the state’s energy affordability crisis. As mentioned in that letter, “we need the State to use every tool available to prevent unsustainable, yearly increases.”


The legislative package includes several bills designed to cap rate increases, improve transparency, expand access to assistance programs, and promote energy independence by advancing state-driven energy production initiatives.


“As families across South Jersey brace for yet another rate hike, we are taking action to protect consumers from rising energy costs and hold utilities accountable,” said Assemblyman Dan Hutchison. “This package prioritizes affordability, fairness, and transparency while also positioning New Jersey for a more sustainable and self-sufficient energy future.”


“No family should have to choose between keeping the lights on and putting food on the table,” said Assemblyman Cody Miller. “These bills will strengthen protections, expand access to assistance programs, and make utility bills easier to understand. At the same time, we are introducing legislation to increase in-state energy production and diversify our energy portfolio—ensuring long-term stability and affordability for New Jersey residents.”


Hutchison and Miller are working closely with their colleagues in the legislature to tackle the affordability crisis from multiple angles. They vow to continue advocating for consumer-first policies that deliver real relief while investing in a more resilient and diverse energy sector for the state.
